Strategic definition

Disaster Risk Reduction is the systematic effort to prevent new risk, reduce existing risk and strengthen resilience before hazards become disasters. Early warning is the operational bridge between risk knowledge and protective action: it detects threats, communicates danger and prepares people and institutions to respond in time.

This principle is essential in the current climate scenario because heat waves, floods, droughts, storms, landslides, wildfires and compound disasters are becoming more damaging where exposure, ecosystem degradation, weak planning and limited preparedness overlap.

Core rule

A warning is only useful when people understand it, trust it and know what action to take.

A technical forecast is not yet an early warning. It becomes an early warning only when it reaches the right people, through trusted channels, with clear instructions and a practiced response system.

1Why this principle matters

Climate-related disasters are not produced by hazards alone. Losses occur when hazards meet exposed people, fragile infrastructure, degraded watersheds, weak services, limited finance and poor preparedness. Disaster Risk Reduction therefore shifts climate action from reaction to prevention.

Professional standard: DRR and early warning must be people-centered. The goal is not only to issue alerts, but to reduce deaths, livelihood losses, ecosystem damage, service disruption and recovery costs.

The Sendai Framework focuses on reducing disaster risk and losses in lives, livelihoods, health and economic, physical, social, cultural and environmental assets. Its priorities require understanding disaster risk, strengthening disaster-risk governance, investing in resilience and enhancing preparedness to build back better.

The WMO Early Warnings for All initiative defines an end-to-end, people-centered system through four pillars: disaster risk knowledge; detection, observation, monitoring, analysis and forecasting; warning dissemination and communication; and preparedness and response capabilities. Early warning fails when it stops at technical forecasting or becomes a symbolic message.

  • Do not keep obsolete hotspot or hazard data on dashboards after field correction.
  • Do not treat emergency response as a substitute for prevention and preparedness.
