Executive Summary
Systemic power is the ability of a state, bloc or society to convert resources into durable capability. It is not only military strength, GDP or ideology. It is the capacity to coordinate institutions, finance, industry, technology, skills, logistics, legal systems and public trust. A country may possess resources but fail to convert them into development. Another may have limited natural resources but become powerful through education, manufacturing, innovation and institutional discipline.
The World Bank’s Worldwide Governance Indicators show why governance capacity matters for development and state performance.1 The World Economic Forum’s Global Competitiveness work has long emphasized institutions, infrastructure, skills, innovation and market efficiency as pillars of competitiveness.2 UNIDO’s industrial development reporting also highlights the importance of industrial capacity and manufacturing transformation for development.3
Concept
Systemic power describes strength that emerges from the whole system, not from one isolated asset. A military without logistics is vulnerable. Technology without institutions remains underused. Capital without public trust can leave the country. Natural resources without value addition create dependency. Education without employment pathways produces frustration.

AI and cognition
Artificial intelligence can increase productivity, improve research, support public services and enhance strategic analysis. But AI can also weaken human capability if societies use it as a substitute for learning, judgment and institutional discipline. The OECD’s AI principles emphasize human-centered values, transparency, robustness and accountability.4 UNESCO’s AI ethics recommendation highlights the need for human rights, inclusion, education and governance.5
Legal layer
Systemic power should be analyzed together with international law. The UN Charter provides core principles on sovereignty, peaceful settlement and limits on force.6 International economic law, trade rules, investment agreements, climate commitments and humanitarian law also shape what states can legitimately do. Law does not remove power politics, but it provides standards for evaluating conduct.

States invest in institutions, education, infrastructure, technology and climate adaptation.
States rely on raw material exports without building value chains or institutions.
Societies adopt external technology platforms without domestic skills, data governance or infrastructure.
