Executive Summary
Global power is often described through military spending, GDP, alliances and resources. These are important, but they do not explain everything. The missing factor is systems capacity: the ability of a state or society to coordinate institutions, infrastructure, information, finance, public trust and human skill during normal times and crises.
The World Bank’s work on governance indicators, the UN’s Sustainable Development Goals, UNDP’s Human Development Reports and OECD public governance work all point toward a central idea: development and influence depend on the quality of systems, not only the quantity of resources.123
Concept
Systems capacity is the practical ability to make different parts of society work together: government, markets, communities, infrastructure, science, law, education and emergency systems. It is visible when a country responds to floods, manages energy shortages, controls disease outbreaks, educates citizens, maintains roads, collects data, protects forests, regulates markets and provides justice.

Systems capacity depends on legal and institutional foundations. The UN Charter defines the international system of sovereign states.4 The Paris Agreement creates a climate framework requiring national commitments and adaptation planning.5 International humanitarian law shapes state conduct during conflict, while human rights and development norms influence governance expectations.
